How to File a CCTS Complaint Against Bell, Rogers, or Vidéotron

The CCTS is Canada's independent telecom ombudsman. Filing is free and most complaints are resolved within 20 days.

What is the CCTS?

The Commissioner for Complaints for Telecom-television Services (CCTS) is an independent organization that resolves disputes between Canadian consumers and their telecom providers. It covers phone, internet, cable, and TV services from 400+ participating providers including Bell, Rogers, Vidéotron, Telus, Fido, Koodo, and Freedom.

  • CCTS notifies the provider of your complaint

  • Most complaints are resolved within 20 days
  • CCTS can order refunds up to $5,000

Step-by-step filing guide

Gather your bill and call records

Have your most recent bill ready, plus any screenshots or confirmation numbers from previous calls.

Note the date, time, and rep name

Write down when you called, how long you waited, and the name or ID of the representative if given.

Go to ccts-cprst.ca

Visit the CCTS website and click "File a Complaint". The form takes about 10 minutes.

Describe the issue clearly

State the facts: what you were promised, what you're being charged, and what you asked for. Attach your bill.

Submit — provider must respond in 20 days

Once filed, the CCTS notifies your provider. They must respond or face escalation.
